Full Description: The small plaque under the stone bears the arms of the City of London and the numerals 24 & 25. Below is CAP 42. This tells us that under a 19th century Act of Parliament the 42nd Act was passed during the 24th and 25th year of the Queen's reign, which was 1861. The post marks the boundary of the area over which the City of London had the right to levy a tax on the sale of wine and coal. The revenue was intended to be spent on improvement schemes but was very unpopular. The scheme was withdrawn in 1889. |
